It includes 13 towns and municipalities. Gütersloh District Hall is a building opened in 1997, made of a lot of glass, steel and exposed concrete, designed by Gerber Architekten, Dortmund.

The possibility of access control as well as fast and reliable control in emergency situations were the central goals of the introduction of an electronic locking system in the district administration of Gütersloh.

The widely branching structure had several uncontrolled access points, such as various side entrances and the underground car park. In future, these entrances were to be reserved for authorised persons only. At the same time, it was important for the administrators to be able to easily adjust access rights, e.g. when working hours change, and to know the door status of critical access points in real time.

Another aim was to be able to seal off corridor areas or parts of the building immediately. This was to be done by means of remote emergency locking, especially for the corridor doors.

In addition, special areas such as server rooms and lifts were to be integrated into the access solution. Another requirement was that the access control system should be linked to the intruder alarm system.

Moreover, lost keys should no longer represent a risk, so the transponders should be easy to block. At the same time, they wanted to be able to control public traffic.

Those responsible decided to introduce an electronic access solution because they could not meet these requirements with a mechanical system. A completely wired system, however, was out of the question, as it would have been far too costly due to the structure of the building. Therefore, from the very beginning, they favoured a Wireless network for the electronic door hardware.

This was achieved with a Wireless access control solution by SALTO, which provides real-time door status monitoring and remote emergency locking.

The central functionality of the system is the remote emergency locking. Triggered by an emergency button, all the doors enabled for this purpose automatically close and can then only be opened by persons with special access rights. At the same time, the motion detectors of the automatic doors are deactivated. In this way, the district administration offers staff and guests quick and reliable protection in dangerous situations, as entire areas can now no longer be entered.

In addition, the access control is linked to the intruder alarm system. When areas are activated, the corresponding doors can no longer be opened. This has led to a significant reduction of false alarms.
